EncryptRijndael

Encrypts a message with a binary key using the Rijndael mechanism. Returns a base-64 encoded string.

• Key: The binary secret key.
• Message: The message to encrypt.
• BinaryMessage: If True, the message is treated as binary, else as unicode text.
